"The tariffs of "Ukrzaliznytsia" are set in a non-transparent manner. They are not based on actual economic indicators. Due to the lack of managerial accounting, it is impossible to determine the true cost of transportation. This allows the management of UZ to manipulate the "losses" of cargo, justifying the constant increase in tariffs, which in US dollars already significantly exceed the levels of the "pre-war period," said the MP.
He noted that UZ, while discussing the unification of cargo tariffs, does not take into account the differences in the cost of transporting various goods. Indeed, route transport is significantly cheaper than wagon shipments, as it does not utilize numerous sorting stations and underutilized infrastructure. However, the unified tariffs proposed by UZ and even the current prices do not reflect these differences, the MP emphasized.
"To ensure transparency in tariffs and prevent abuses of monopoly power, an alternative bill on railway transport includes a provision regarding the National Commission for Transport Regulation (NCTR). Such a regulator should approve tariffs for access to infrastructure and set the operator's profitability at a fair level. The creation of NCTR will ensure fair tariff formation that does not depend on internal decisions of UZ, and monopoly tariffs will be set in proportion to actual expenses, as in the EU," stated Magomedov.
