The Ministry of Defense stated that the actions of the Ukrainian side "will not go unanswered."
On December 18, the acting governor of the Rostov region, Yuri Slyusar, reported a missile attack. According to him, 10 missiles were shot down. He mentioned that debris fell on a residential building, causing a fire, and several other buildings were damaged by shrapnel. A fragment of a missile was found in another yard.
OSINT specialists from the CyberBoroshno project geolocated one of the targets of the attack – the "Kamenkiy Plant" in Kamensk-Shakhtinsky.
The company’s website states that the "Kamenkiy Plant" is one of the largest chemical enterprises in southern Russia and a key industrial facility in the city of Kamensk-Shakhtinsky.
The Ukrainian military portal Defence Express reports that the plant produces solid fuel for missiles. This fuel is used in munitions for the MLRS "Uragan," "Smerch," and "Tornado-S," as well as for the ballistic missiles "Iskander."
The head of the Center for Counteracting Disinformation at the National Security and Defense Council of Ukraine, Andrey Kovalenko, wrote that in addition to missile fuel, the plant is involved in the production of explosives, components for munitions, and the disposal and neutralization of used missile systems.
On September 23, the Telegram channel Astra, citing sources, reported that the "Kamenkiy Plant" was allegedly attacked by "Neptune" missiles in Kamensk-Shakhtinsky. When debris from one of the downed missiles fell, a gas supply pipe at the plant was damaged.
In April, the plant was attacked by drones. All drones were shot down, but one of them fell on the factory's premises, damaging the administrative building.
Satellite images indicate that as of summer 2024, at least one S-400 air defense system and two Pantsir air defense systems were deployed around the "Kamenkiy Plant."
