"In matters of temporary residence and migration, as in every foreign policy issue, the Azerbaijani side will be guided by the principles of parity and reciprocity," the statement reads. It was noted that they view restrictions for foreigners in Russia "in the context of the rights" of Azerbaijani citizens.
Starting January 1, Russia will halve the maximum duration of visa-free stay for foreigners in the country from 180 days a year to 90, reported the Russian Foreign Ministry on December 26.
Russian citizens in Azerbaijan can stay for 90 days after entry. Russians living in the country without the right to long-term residence practice what is known as visa runs – exiting and immediately re-entering the country to "reset" their days in the country.
If Baku imposes reciprocal entry requirements for Russia, such practices will be prohibited.
