According to media reports, the transfer of funds will occur after verifying the applicant's location. Overall, government forecasts suggest that the total amount required for payments will not exceed 15 billion UAH, as reported by "RBK-Ukraine".
On October 25, Zelensky announced that the "єПідтримка" payment program will be launched in Ukraine starting December 1, with each Ukrainian set to receive 1,000 UAH.
First Deputy Minister of Economy of Ukraine, Oleksiy Sobolev, mentioned during a telethon on October 26 that this assistance will be credited to the "National Cashback" card, which can be obtained through "Dія". He was quoted by "Suspilne". Sobolev stated that the final cost of this program will depend on the number of Ukrainians who choose to participate. He noted that previous support during the Covid-19 pandemic cost the state budget approximately 8 billion UAH.
The funding for this program will come from reallocations from other government programs.
"We are redirecting funds from those programs of the Ministry of Economy and other ministries where the allocated resources for this year have not been fully utilized by the end of the year. Furthermore, these funds could not be allocated to the military, as they were provided by our donors for our budget, with the condition that they cannot be used for military expenses," he stated.
The funds can be used throughout the winter. They can be spent on Ukrainian goods and services, specifically for utility bills, medications, and transportation. Additionally, they can be donated to support the military.
"These funds are 'marked', meaning there is a specific range of purposes for which they can be allocated. However, they can also be donated to the Armed Forces of Ukraine," Sobolev explained.
