Investors of the bankrupt "Arkada" believe they can halt the information campaign aimed at obstructing the completion of construction, according to Shcherbakov.

He noted that around the construction of the residential complex "H2O," there are regular manipulations initiated by "financially interested parties" and "some deputies of the Kyiv City Council," who are trying to gain political dividends.

Scherbakov explained that at the end of the last century, there were no natural water bodies in the area of the modern "Osokorky-Central" district – it was a marshy area. Now, however, the territory is surrounded by reclaimed sands, garbage dumps, and places where the homeless reside. According to him, anyone can personally verify this by visiting the construction site.

He emphasized that, according to the general plan of Kyiv, this area is designated for residential construction, and this status has not changed since the early 2000s when preparations for development began. At the same time, since 2017, after 12 years of land lease by the developer, certain individuals have begun to actively obstruct the work of the company LLC "Kontaktbudservis."

According to Scherbakov, among the activists opposing the construction, there were only two local residents.

"Unfortunately, certain political figures among the deputies of the Kyiv City Council have decided that this issue is promising in terms of political PR, and on their part, they began to support these pseudo-activists. The peak was reached in 2019 when a decision by the Kyiv City Council terminated five land lease agreements with LLC 'Kontaktbudservis.' Later, the courts (including the final decision of the Supreme Court) recognized this decision of the Kyiv City Council as illegal and annulled it," he said.

The head of the Arkada construction completion department stated that despite the artificial obstacles, investors remain confident in their ability to exercise their rights and complete the construction.
