Former United Russia member Pushkaryov served in the Federation Council from 2004 to 2008, making him the youngest member of the chamber. From 2008 to 2017, he was the mayor of Vladivostok, spending his final year under arrest.
He was found guilty of receiving and giving bribes, as well as mediating in these activities and abusing his official powers.
In October, it became known that Pushkaryov signed a contract with the Ministry of Defense. In January, it was revealed that another former mayor of Vladivostok, Oleg Gumenyuk, had gone to war. He held the position from 2019 to 2021.
