"I request the information on which the NCRECU based its calculations and developed the draft resolution for setting tariffs for the GTSU for natural gas transportation services at entry and exit points for the regulatory period of 2025–2029. Additionally, please provide information regarding which legal norms were applied and the decision of which authority or official led the regulator to violate procedural norms during the tariff review, particularly the absence of detailed information and indicators in the public explanatory materials related to the NCRECU's draft resolution concerning the new tariffs for natural gas transportation services through the GTS for 2025–2029," the document states.
The Member of Parliament emphasized the importance of ensuring transparency in the tariff formation process. She noted that the lack of transparency in tariff setting and the restriction of market participants' access to the key indicators used for calculations could indicate violations of legislation regarding the regulation of natural monopolies.
Grib highlighted the necessity of adhering to legal norms in the regulation of monopolistic structures, particularly ensuring transparency and justification in tariff formation.
On December 17, she made a request to the "Operator of the Gas Transmission System of Ukraine" regarding calculations in accordance with the methodology for determining tariffs for natural gas transportation services.
