Starting in 2025, gas transportation tariffs in Ukraine will rise significantly. What impact will this have on residential consumers?

The tariff will be increased starting January 1, 2025.

This decision was made due to the cessation of Russian gas transit.

"In 2024, 85% of our revenue comes from the transportation of gas originating from the Russian Federation. This means that only 15% comes from domestic customers. The increase in tariffs is not enough for complete compensation, but we agree and understand that the economy of Ukraine requires balanced solutions," explained Dmitry Lippa, the CEO of the Gas Transmission System Operator of Ukraine.

He also assured that the "GTS Operator" has taken all possible measures to reduce costs. Specifically, they are closing and conserving compressor stations, optimizing staff levels, and cutting expenses.

The specialized publication ExPro, which analyzed the document, explains how prices will rise.

According to the resolution, they plan to double the entry/exit tariff for international points in the Ukrainian GTS:

  • from €4.1 per 1,000 m³ to €10.29 per 1,000 m³ for most entry points into the Ukrainian GTS;
  • from €7.6-8.6 per 1,000 m³ to €14.58-15.74 per 1,000 m³ for most exit points from the Ukrainian GTS.

The tariffs do not apply to connection points on the border with Russia (Sudja in the Kursk region and Sokhranovka in the Rostov region), as there is no information on booked volumes for these locations. Additionally, the tariffs take into account a scenario where there is no transit of Russian gas starting in 2025.

Furthermore, it was decided to increase the entry/exit tariffs for internal points by more than four times:

  • from ₴101.93 per 1,000 m³ to ₴464.37 per 1,000 m³ for internal entry points into the GTS;
  • from ₴124.16 per 1,000 m³ to ₴501.97 per 1,000 m³ for internal exit points from the GTS.

The coefficients for ordering capacity for specific periods remain unchanged for both internal and international points:

  • for daily capacity orders – 1.1 for internal and 1.45 for international;
  • for monthly periods – 1.04 for internal and 1.2 for international;
  • for quarterly periods – 1.02 for internal and 1.1 for international.

The current tariffs for short-haul gas transportation will remain the same until March 31, 2025. As reported by the Gas Transmission System Operator of Ukraine, short-haul is a special service that since January 1, 2020, allows for discounts on transportation between specific interstate entry and exit points. According to the gas transmission system code, this service is defined as "capacity with limitations."

Reducing coefficients will apply for the first quarter of 2025, and starting in April 2025, they will exceed the current levels.

Forbes Ukraine reminds us that the increase in tariffs will affect industrial operations and does not directly concern household consumers, as they are under the special regime of special obligations (VSO).
