U.S. Secretary of State Marco Rubio described the proposed Washington draft as "a simple and historic project." Rubio emphasized that the American administration urges all countries to support it "to pave the way for peace." "This resolution aligns with President Trump's view that the UN must return to its primary purpose, as enshrined in the organization's charter, to maintain international peace and security, including through peaceful dispute resolution," Rubio stated in a statement.
Russian Ambassador to the UN Vasily Nebenzya referred to the American draft as "a good step." Russia proposed an amendment to add the phrase "including by addressing its root causes" after the words "calls for an immediate end to the conflict." One anonymous Russian diplomat told Reuters that if the Russian amendment is accepted, Moscow will vote in favor of the American resolution.
Earlier, Ukraine and its European allies proposed their own text, which they planned to present on Monday at the General Assembly. It emphasizes the necessity of implementing previous UN resolutions that demanded Russia withdraw its troops from the internationally recognized territory of Ukraine and insisted that Moscow cease military actions.
The text prepared by Ukraine and the EU also "confirms the urgent need to end the war this year and to double diplomatic efforts to reduce the risks of further escalation and achieve lasting peace." For the first time since the onset of the full-scale war, the U.S. did not co-author such a joint project.
