Ukrainian construction firms are calling for clear regulations and a ban on retroactive changes to laws.

Developers emphasized that their work is hindered by certain politicians, "pseudo-activists," and law enforcement officers acting outside the law, while the authorities, according to them, only facilitate such actions.

"After a year of construction, an official under public pressure can revoke their own legally issued decision. Certain law enforcement officers can initiate a criminal case solely based on a desire to invite businesses to 'discuss financial matters.' As a result, pseudo-activists and law enforcement profit, the economy suffers, and citizens are left without their housing," stated the Ukrainian Association of Developers.

Construction companies have complained about the constant pressure on the industry, as even with all necessary permits and documentation, they have no guarantees that authorities won’t introduce changes that effectively block construction. In such conditions, developers are forced to face bankruptcy, leading to economic losses and making it difficult for citizens to access housing, the authors added.

The association warned that ignoring these issues will result in the industry coming to a halt, and housing prices will soar, making it unaffordable for the majority of the population.

"We demand fair rules! Restore the enforcement of laws in the construction sector by all its participants! Stop the arbitrariness of pseudo-activists and law enforcement! Hold extortionists and blackmailers accountable! Address cultural heritage issues solely within the legal framework, not based on public sentiment! Prohibit the retroactive revision of laws and regulations! Cease rewriting construction rules on the fly!" – declared the association.

Developers concluded that without immediate government intervention, the industry, which is critical for the country's recovery, risks coming to a standstill, which would have catastrophic consequences.
