It has been reported that on February 13, Shklower received a call from the security department of the Yerevan metro, informing him that he needed to appear for questioning, as a criminal case for "justifying terrorism" had been opened against him in Russia.
When Shklower arrived at the department, "representatives of the law enforcement agencies of the Russian Federation, most likely FSB officers, burst in." They demanded that the activist accompany them, claiming that "everything would be fine."
Samson Galstyan, a lawyer from the Helsinki Group, was able to defend his client, and Shklower refused to cooperate with the security forces. Human rights defenders called on the Armenian police to stop such actions by foreign intelligence services and to initiate a criminal case, according to the group's statement.
