According to the Islamic Revolutionary Guard Corps-linked agency "Tasnim", the satellites have been designed and constructed by private companies. The agency reports that the satellites will be launched into orbit using a "Soyuz" rocket. The Mehr agency previously mentioned that the launch will take place from Russian territory.
In recent years, Russia and Iran have significantly increased their volume of military-technical cooperation, particularly in the missile and space sectors. Western countries suspect that Moscow may be involved in the development of Iran's military programs.
According to official Iranian information, the satellites "Kosar" ("Lightning") and "Khodkhod" ("Hoopoe") are intended for peaceful purposes. "Kosar," it is claimed, will conduct geodetic observations, while "Khodkhod" will be utilized for the Internet of Things. Both of these objectives suggest dual-use capabilities and could also be applied for military purposes.
