According to him, the increase in the number of such executions was recorded by Ukrainian law enforcement agencies at the end of 2023, and in 2024 it reached "unprecedented levels." The highest number of killings, as reported by the Ukrainian prosecutor's office, was recorded in the Donetsk region – 62 prisoners of war.
As stated by Lysenko, in the last two weeks, there have been two more cases of the murder of Ukrainian prisoners of war during their surrender in the Donetsk region. On November 5, two Ukrainian prisoners of war were killed in the Donetsk region. Prior to this, on November 1, it became known about the killing of three more Ukrainian servicemen during their surrender near the city of Selidovo.
At the beginning of October, former Ukrainian Prosecutor General Andriy Kostin stated about the "most massive execution" of Ukrainian prisoners of war in the Donetsk region. According to him, Russian soldiers killed 16 captured Ukrainian soldiers near the villages of Mykolaivka and Sukhy Yar in the Pokrovsk region.
In September, the American television channel CNN published two video materials that allegedly captured the killings of Ukrainian soldiers surrendering. The videos were filmed with drones provided by Ukrainian intelligence, which also transmitted an audio recording of the order for the killings.
Both sides of the conflict accuse each other of killings and cruel, inhumane treatment of prisoners. In July 2024, The New York Times published testimonies from a German doctor involved in combat operations regarding instances of the killing of Russian prisoners of war by Ukrainian Armed Forces soldiers.
The killing of prisoners of war or those surrendering is a violation of the Geneva Convention on the protection of war victims. Any acts of violence against the life and physical integrity of prisoners of war are classified as war crimes.
